Federal Office in Germany certifies intelligent eID Terminal
Speed Intraproc GmbH (Ratingen, Germany) has received the obligatory certificate for its self-service terminal 'Speed Capture Station' for capturing biometric data for the new ID card (nPA) and the electronic passport (ePass) from the Federal Office for Information Security (BSI) according to the Technical Guideline BSI TR-03121 (Biometrics for Public Sector Applications).
By using the intelligent terminal, citizens can capture pictures, fingerprints and signature for the new ID card and the electronic passport directly at their local registration office. At the same time when photo and fingerprints are captured, the final quality assurance also takes place. While the citizen applies for a new passport, the registration office employee calls up the data from the specific software, checks the authenticity and then retrieves the data directly from the terminal.
The certification of system components is necessary in order for them to officially be used in registration offices. At the moment the 'Speed Capture Station' is the only listed Live Enrolment Station for production data capturing, quality assurance and data transfer for official documents in the list of certified products published by the BSI.
The certification includes the functionality of picture and fingerprint capture for ID cards and passports of the Federal Republic of Germany. The conformity check by secunet Security Networks AG in Essen - a testing center acknowledged by the BSI - confirmed that the Speed Capture Station fulfills all technical, functional and quality requirements from the corresponding technical guideline (TR) Biometrics.
Saving Time and Money
The Speed Capture Station offers main advantages for citizen service. Citizens save time and money. No more pictures at the photographer necessary - all biometric data can be captured directly at the registration office or at the communal service office. No more decline of biometrically unusable pictures possible!
The intelligent terminal also enhances the communal service. Biometric data is no longer captured one by one; instead the complete biometric data package can be retreived directly. No more cutting and pasting pictures or declining unusable photos. No more scanning control sheets (photo and signature) and no more time-consuming fingerprint capturing at the desk. Discussions with a number of municipalitiesshowed, that the estimated average time saving is about 5 Minutes per registration case.
Successful pilot phase
The first commune in the Federal Republic to test the Speed Capture Station was the communal service office of the city of Monheim (Rhine) from mid-August to the end of December 2010 - with great success. A survey amongst 293 representative citizens of Monheim in September and October 2010 produced excellent results. Capturing time and system use were judged with 'fast', 'very fast', 'easy' and ‘very easy’ by more than 90% of all users.
