Smart Self-Enrollment Terminal for e-IDs

Speed Capture Station captures and checks biometric data for the new German national ID card and the electronic Passport.

Speed Intraproc GmbH, a provider of innovative, interactive IT-solutions for registry offices presents the new 'intelligent terminal for ePassports and eIDs' on the CeBIT 2011 in Hannover. The speed capture station is presented together with the 'Databund e.V.' in hall 9, booth C75 under 'KOMmune INNovativ'.

SpeedCaptureStationThe Speed Capture Station is a self-service terminal where citizens capture photos, finger-prints and signature for personal ID and passports by themselves. At the same time when photo and finger-prints are captured the mandatory quality check also takes place. Therefore, problems because of the dismissal of unqualified photos are a thing of the past.
While the citizen applies for a new passport or an ID card, the registry office employee calls up the data from within the community-software, checks the authenticity and then retrieves the data directly from the terminal. The biggest advantage for the communes lies in the large time savings when admitting applications for personal ID cards and passports.
The biggest advantage for the citizens: he no longer needs to bring a photograph, because he has it taken directly on the spot, in his local registry office.

Presentation of the hard- and software solution on the CeBIT

The newest version of Speed Capture Station is shown on the CeBIT together with HSH Soft- und Hardware Vertriebs GmBH Berlin, provider of software solutions for communities. The quality validation of photos and finger prints is performed by secunet’s biomiddle software suit. The final interface for the take-over of the captured data from the registry office software (MESO) is created by HSH. The presented solution not only fully supports the complete capture of biometric data, but it transfers encoded records with information on the final, certified quality check.

Presentations on the platform 'KOMmune INNovativ'

On a workshop hosted by 'Databund e.V.' and 'KOMmune INNovativ' the Speed Intraproc experts present the advantages of the new solution in Hannover. German Title of the presentation: "Biometrische Datenerfassung mit Selbstbedienungsterminals – Bürgerservice, Zeitersparnis, Einnahmequelle" (Presentation dates are March 2 at 14.30, March 3 at 15.30 and March 4 at 11.30).

Successful test-run at Monheim (Rhine)

The first community in Germany to test the Speed Capture Station was Monheim (Rhine) at the end of last year. A survey carried out by the city of Monheim and the system supplier from September 1 until October 31 2010 showed the following positive results:

   - The question 'How do you judge the time needed to complete the whole capture process?' was answered with 'very short' or 'short' by 91%.

   - The question 'How do you judge the usability of the terminal and the user guidance?' was answered with 'very easy' or 'easy' by 91%.

   - And the question 'Will you [...] recommend the employment of the terminal?' was answered with 'yes' by 95%. 293 users of the Speed Capture Station took part in this survey. 37% of the participants were over 60 years old.

The certification at BSI is almost completed

The certification procedure of Speed Capture Station according to the technical guideline BSI TR-03121 (Biometry for applications in the public sector) of the Federal Office of Security and Information Technology (BSI) is almost completed. The corresponding inspecting authority has already ascertained the passing of all relevant test cases. The completion of the certification procedure is expected shortly, so that communes can implement the solution legally.
